The developers will honor the intent of the Chesapeake Bay Preservation Act. L.M. Sandler, which has worked closely with environmental specialists within the City of Virginia Beach Department of Planning, will submit its plans for mitigation and shoreline protection to the local Chesapeake Bay Preservation Board and looks forward to a full and favorable review.
Water Quality Enhancement
The 69-acres proposed for Indigo Dunes is not a natural site. It is the result of years of removal and addition of sand for dredging and beach replenishment projects. Those activities left the land with unfilled ditches and other degradations.
The proposed land plan maximizes the existing vegetation and uses a mixture of permeable surfaces to reduce the amount of area that generates storm water runoff and pollutants. Indeed the sophisticated bio-filtration system to be installed will treat phosphorous runoff from impervious surfaces within the proposed development and from the adjacent Ocean Park community. In addition L.M. Sandler intends to upgrade treatment facilities beyond the property line that were created to handle stormwater for Ocean Park and which have not functioned properly for many years. This has permitted water that does not meet current treatment standards of the Chesapeake Bay Preservation Act to be discharged into the Creek.
Development will also stop unfettered access to the site, which many persons have used as a place for pets to relieve themselves, adding to pollution levels in the Creek. In addition, trespassers continue to use the property to dump unused cars and appliances, to drive off road vehicles and other activites that damage the environment. The result of all of this neglect is acreage that appears from the distance to be much more pristine than it actually is.
Landscaping within Indigo Dunes will make maximum use of existing plant material and have a bias toward vegetation native to the area and suited to salty, sandy conditions.
